If that were the case then your dog should not be allowed to enter the state even as cargo under the plane.
I now know that I won't be visiting Hawaii with Cerise. I do understand you are moving there, but for me and planning vacations I will NEVER fly to a place that makes me put her under the plane. Good luck with your baby and be safe.
