Personally if I were a breeder (I'm not and couldn't be), I would probably do what I've read some breeders on here do.
They delay turning over papers until proof of spay/neuter has been furnished.
Ideally, it would be great for the spay/neuter to take place first, that's not always possible unless breeders keep their puppies until they are a little older.
I would also have strong language in my contract about this issue. |
