He was about 13 lbs but after a loong, snowy winter . . plus eating Lucy's puppy chow whenever he can find it . . . I'm guessing he's about 15 lbs now.

Your Westie sound like a normal size Westie. This baby was SO small for that breed. 7 months old and maybe 3 pounds. My girl was crouched down on her belly really submissively, so the pictures don't show the size difference well.
I understand "breeders" are try to breed "teacup" Westies now, too. <sigh>
