I like this site: Free House Training for Puppies and Adult Dogs - No More Accidents Starting Today!, it has a method for outside or pee pads. When Joey was young we kept him in an x-pen with several pads in it, he didn't have access to the whole house. If he was out of the pen, there was a pad close by, and when he started walking in circles and sniffing we put him on the pad. He slept in a small crate overnight and we put him on a pad in the middle of the night, and first thing in the morning, we'd take him outside. Crate training is the fastest way, they are in a small crate for 2 hours and then you take them outside, let them go potty and give them a treat, you play with them for several minutes and repeat. They can hold their urine a little longer at night about 3 or 4 hours. Small breeds are more difficult to train than larger breeds, but you never let them have full rein of the house. When they are out of the x-pens or kennels, your eyes should be on them.
