If it's pretty bad, they can. I tried that and Kaji peed on his chest. What I've started doing is opening the door and letting him out to great me outside. I led him straight to the grass and only addressed him when he had gone on the grass. Now that he is indoor trained, I walk in the living room ignore him and straight into the bathroom where his piddle pad is. If I say hello, he goes. If I bend down to touch him, he really goes. This is what has worked for us and I hope in time he will grow out of his excitement. So far he has learned that I hug and cuddle him only after he pees on the pad, or the grass.
