Some people do have a
very real fear of dogs, of all sizes. My daughter is quite afraid of dogs that she does not "know", and even some that she does...mostly bigger dogs, but small ones too if she's caught off guard.
It's not something I see as a laughing matter...you never know what the other person has been through that has resulted in their adversion to one thing or another.
