Nancy, in this case, I think it really is the farmers. One of the most public groups against the bill was Farm Bureau, a farmers' group that also is an insurance company. Though puppy mill operators would certainly be against this type of bill, my take on it is that farmers don't want to see any animal welfare bill passed as they fear it will lead to their door some day.
