How old are they? Are they spayed?
If Lexi is the annoying little sister and follows Roxy around perhaps those times Roxy reacts badly is to show Lexi it's time to back off. She probably feels it's her house and shes the boss so she might be showing Lexi that. It may take some time if they are older to adjust.
I just brought my second yorkie home but he was a neutered male. Within the first week they were playing together getting along great. Now I do notice a few months have almost passed and if one or the other doesn't wanna be bothered they will growl or lunge at the other. They both get the hint and back off. 5 mins later they will be cuddling and getting along fine again. lol
