Those symptoms sound like kennel cough. It's a cough that ends with a hack and is generally worse at nightime. Your vet should put him on antibiotic as a preventative against pneumonia. Using a steam mist vaporizer will ease the coughing and congestion. If you don't own one of those...you can take him into a steam filled bathroom.
