Sounds like nervous aggession to me. Although if the children were taunting her why shouldn't she growl. They should have had more sense.
She's obviously one who wants to take her time getting to know someone. Tell folks just to say hi and not touch her, then she'll learn that people aren't bad after all. Sounds like you've got a great little dog there
who likes to get to know people and animals first before she trusts them. Dont push her, take it slow.
