I don't think the dog is safe in the home. I really don't know if any dogs are safe around those ladies. If they think it is okay to treat one dog like that chances are they treat all dogs badly. Who knows what they do when you aren't around watching in a window. Your very lucky you caught her and know her true colors. But please keep those babies safe either by the woman leaving the home or the dogs finding new fosters. I admire you for what you do taking rescues in. They are special babies that deserve some love and peace finally after being in bad situations especially if they are older dogs.
