I am sorry to say this, this whole thing is so avoidable and awful, but why would you allow him to be in such an environment? Who owns the home. or on the lease? I would evict this woman, and get a restraining order against the daughter.
If the roommate cannot be kicked out then I would either move, or take the dog back to the rescue. This is a bad situation for this little dog.

I agree, I would go and make a report. All you have to do is go to a station and say your side of the story. They might be able to advise you better. Good Luck!
