First let me say I admire what you doing for Rocco, it takes a very special person to open their heart and home to a rescue dog.
I have to say I agree with the other posters, if the roomate does not leave you need to make arrangements for Rocco to go to another Foster Home.
I am sorry you had to witness someone being so cruel to Rocco but as other have stated, he deserves the best. If there is a chance of that girl abusing him again you need to remove him from the risk.
