Have you tried chicken, turkey or lamb baby food? I used this when transitioning to a new food for my newly acquired dogs. I also soak kibble in low sodium chicken broth or beef broth, and I mix Little Cesars in with it. And anything else they like like cottage cheese, yogurt (including berry and vanilla flavored), sprinkled with Parmesan cheese. Also I have blended chicken and water so it cannot be separated and added that. It took a few months but finally they are all eating the same thing. Some of the kibble sold can be returned if your dog won't eat it. Also, avoid any food with fish or salmon meal as an ingredient, and/or the preservative ethoxiquin.
Sometimes too I will hand feed one of mine (not always the same one). I have to watch them eat anyway and I treat it as a bonding experience. Sometimes once they've started eating (4-5 bites) they'll eat the rest on their own, and sometimes not.
And I agree, a vet check may be in order to rule out any medical conditions predisposing her to this behavior. And they will not eat dog food if they think they're going to get human food.
