I really don't know what to tell you, other than if you feel as though she really is neglecting her dogs, I would call your local ASPCA and tell them what's going on down there. Good luck... and PLEASE make sure you ALWAYS go with your gut instinct, especially when it comes to choosing a pet. Make sure that you go through a reputable breeder who has tons of positive feedback from other buyers, is only breeding yorkies, has the sire and dam on property, and that you feel 100% good about. There are tons of great yorkie breeders on here that you should talk to!
