Hi. Welcome to Yorkietalk. First, let me say that neutering him will help stop the bad habits he's developed, such as the lifting of his leg. Secondly, there are products out there that will also help. Belly bands, which people use when they have a male that marks. I know it's frustrating. I have a male that I rescued last year. He and he was neutered at six months old yet still does mark occassionally. Putting him up for adoption for me is not an option, so I've bought panties or as I prefer to call them since he's a male, underwear. It has helped tremendously. No more poop or pee in the house. If you have your heart set on finding him a new home, I would suggest neutering him first. And, you may not like this part but $700 for a rehome with issues is not going to happen. I know you said you are not set on price. If you truly want to find him a good and permanent home, may I suggest a Yorkie Rescue. We have many reputable ones that can be suggested on here. A rescue will work with him to correct his issues and will also, check out his new home and also take him back if it does not work out. Also, males (for these reasons) are harder to place. A rescue will also vet him and neuter him prior to placing him. He would not be in a kennel but rather an experienced Yorkie home where he'll be worked with and then placed in a permanant home. It really will ensure that he has a place where he'll spend the rest of his days rather then passed around and around. I've been in rescue many years and I also have five rescues, please believe me when I say that NO ONE will buy him with the issue he has and if they do, most will end up either dumping him at a shelter or trying to resell him again.
