I have an idea for your cat litter box. Put it in an xpen. Your cat can jump over and use the box but the dog can't get to it.

I caught Davinci coming out of my cat litter box a couple of times. I just sternly fussed at him and he has not been in it since. He's a smart little stinker, LOL.
