Sounds like excitement to me! I go to the dog park often and there are a few dogs who do the non-stop barking, not out of aggression, fear or anything else... but simply because they are just so excited. They do exactly like what you're describing. Jackson doesn't do the kind of barking you are saying but when he wants another dog to play or chase him... he does this annoying high pitched playful bark and I try to just go up to him and tell him "Shh" or offer him a treat for being quiet (I always carry some in my pocket). But I figure it's a dog park... that's what they are there for, right?! Good luck with your situation! I do agree w/ you that bringing her into the dog park calmly should help!
