Thanks for the reply, I must have missed it somehow.

I don't believe this behavior is motivated by fear or nervousness. Lexi is fearless! Almost too fearless as she'll go up to anyone/dog she comes across.

I think it happens because she just gets so darn excited, since I've posted this question I've started walking her onleash into the park. I try to make sure she is calm before I let her off, it has improved a little. I'll going to keep working with her.
