The foam is very "sturdy" and I do believe your 15 lb Maltese would do fine. Mine are 5 and 7 lbs and there are times they both go racing up and down the ramps together.

I got a piece of fabric that is 2 yards big. And if you wrap it up like a present and use the T pins (jabbed into the fabric and into the foam) there is no way to get thru and into the foam core.

The first one I got (I have about 6 of them), I was worried one of mine woulf pee on it, so I put a shower curtain liner under the fabric. Works great! No one ever did pee on it though...

I will take some pictures tonight so you can get an idea
