If she's allowed to pee on the bed on the pad she may have not known
the difference. I would put the pee pad on the floor, get the steps and
teach her how to go up and down. This way when she has to pee she
will go down them a do her business and come back up on the bed.
To crate train her now after allowing her to sleep with you may be hard.
Allowing her to pee on the bed on a pad was where you made a mistake.
I don't believe it's her fault she just needs to know to pee elsewhere.
