Maybe she means "all" his first round of puppy shots, but certainly he couldn't have had 3 or 4 rounds of shots that start around 6-8 weeks, then every 3 or 4 weeks after that.... ending around 16-18 weeks.
Ask to see a vet record of shots if you want to be sure.
My dogs were not allowed to even set foot on soil where other dogs were until around 16 weeks when they finished all 4 rounds of shots.
