Wow what an ordeal!! Sounds like the guy doesn't a thing about what he is doing. Sorry to hear about the mommy.

So the guy has no idea why the mom died? That itself doesn't sound good, I would be worried the puppy could be sick as well.

Is there someone more experienced with young puppies near you? This puppy is going to require round the clock care.

First thing I would do is get it to a vet immediately to be checked over!!

Does the puppy have teeth yet? They are probably just now starting to come in. Go out and buy some good quality puppy food and goat's milk. Soak the food with it, it should be the consistency of mush. You need to get the puppy to eat this. Or you may try canned puppy food as it has a strong smell that may entice the puppy to eat.
He will not be able to eat hard food at this age but hopefully he was already starting to be weaned.

He needs to be eating every couple hours otherwise he is at risk for having a hypoglycemia attack. Make sure he is kept warm, you may need a heating pad.

Make sure the puppy is kept warm, eating good and staying hydrated. You also need to make sure he is going potty after feeding as well.

Keep a very close eye on his vital signs. Such as is he alert and active are his gums pink or is he lethargic and crying, gums white?

Puppies this young need a lot of care and they can go down fast. Stay in close contact with your vet.
