Default Protruding Patella?

My yorkie has broken his left hind leg twice in the last 2 years. He also has been diagnosed with a weak (collapsing) trachea. Now that the broken legs have healed we noticed his left leg dragged a little bit when I took him to the vet they diagnosed him with severe arthritis in his hind legs. He takes Dasaquin daily and has rymadal for pain when needed. I was wondering if there is anything I can do for the weak trachea that my vet isn't telling me.

I also called another vet about Buddy's arthritis and they said it could be a protruding patella I was wondering if that sounds right there was never X-rays done to diagnose the arthritis and what exactly is a protruding patella and what can be wrong.
