Sounds like he is in pain.
Is he a puppy? Was he recently given a bordatella vaccine (ie, kennel cough)? If yes to both of those, he needs to be watched very closely for progression to pneumonia. Has he been coughing lately?
Was this your own vet you saw or an ER vet? Did the vet listen to the lungs?
