How old are the puppies? Texas doesn't require the first rabies shot until four months old. No matter what the age, rabies should never be given along with the other vaccinations because of the risk of a serious reaction. If non-core vaccinations are given like lepto and corona, the risk of a serious reaction also goes way up.
I agree with Crystal. That vet should have had you come back to the office immediately for steroids and/or benadryl.
The vet should have had you remain in the office for at least a half hour after the shots were given in the first place.
