The birds shouldn't have any trouble with the vinyl arbor. At my home, they easily perch on the sills of my vinyl exterior clad windows. They also perch on the little plastic finials of my patio umbrellas -- everyone from the small titmice to the large red shoulder hawks.

The arbor you linked looks sturdy enough to support heavy feeders.
