Ann, you may have to lay down with the mom and gently encourage her to let the babies nurse. Also, they should be able to lap from a dish. Mix 1 can goats milk with one can of water and a spoonful of karo syrup. Use this formula and mix with some baby rice cereal. Mix it thin and put it in a flat dish. The babies should be able to lap this up. Make sure they are eating. At 3 weeks, it is unlikely they will drink from a bottle, but if they will not lap from a plate, try feeding them with a syringe (without the needle)
