I think my puppy has a soft or cotton coat.

He is 11 weeks old. His black hair is easy to comb, but his lighter new growth is very fine and cottony. Is there a shampoo that would make it easier for me to comb through without hurting him? Also, his skin is flakey. Any suggestions would be appreciated.
