If she has never been bred, she is beyond the age of any girl to be bred the first time.
If she has, I don't know if you have another set of hands to help you. One to hold the male the other to hold and calm the female. You may try using a soft silk scarf gently wrapped around her muzzle......She obviously is frightened.....and she needs to be calmed.
