It is also illegal in Missouri to sell puppies under eight weeks old.

I can see how she might not be aware of Florida law, but as a breeder she is certainly aware of the law in her own state.

Airline transport of live animals is regulated by the USDA. The minimum age requirement for puppies is eight weeks old, also. Airlines can face huge fines if they violate these laws so they are very careful not to.

You or your sister need to contact this breeder asap and let her know that it is against Florida, Missouri and Federal (Dept. of Agriculture) to sell and/or transport a six week old puppy.

Since Missouri is the Puppymill Capital of the US, have you checked to make sure this breeder is not on the USDA "puppymill" list?
