You certainly can tell her to stop. Tell her it is illegal to sell a puppy under eight weeks old in Florida. This includes puppies transported into the state as well as puppies offered for sale within the state.
The airlines require a vet certificate to fly. She will very likely be stopped from boarding the flight with him when the attendant realizes he is only six weeks old. If she lies about his age, that's another crime.
I'm sure she would rather pay a cancellation fee to the airlines than be convicted of a misdemeanor.
