Let me expand a bit on your question and the answers you received.

Some breeders have spent a lot of time, blood, sweat and tears perfecting their lines. To protect those lines from being bred indiscrimantely, they are very selective on who they place their pet pups with. By holding back the AKC papers until they receive verification that the dog has been spay/nuetered is one way of doing this. Another is spay/nuetering before a pup leaves their home. A bit more bluntly put, if a breeder doesn't keep this dog in their breeding program and determines that the dog is pet quality, why would the breeder allow anyone else to breed it? Since a good breeder is breeding to improve the breed it would be irresponsible for the breeder to do otherwise.
