Could be dry skin, I'm not sure. I don't think it signals an illness. Why did the vet give you the Epi-soothe, it's usually given to treat itchy dry skin. I don't know if the products I mentioned would be any better, I think a conditioner is important though, and rinsing throughly. One good thing about the Madan brush, is that the pins don't scratch, most pin brushes you buy at the store have really scratchy pins.
