My first yorkie Katie did this. With Suzi my second I took things oh so slowly and quietly. (Complete slow motion and no talking.) If she moved away which she rarely did or does I ignored her for a bit. I think it can get a habit though. I gradually got Katie better by doing this. Give it a try.

Initially, I think when they are puppies, hands must seem so big to them
and they get scared. Especially as they don't understand our language for a while.

P.S Stop your son from doing what he's doing immediately. He could make your little dog fear aggressive.
