It's hard to say. His hair appears to be very long on the ears (cute though!); have you ever cut the hair on the top 1/3 tips? That alone helps. Ears tend to flop during teething, but at 9 months he should be about done with that.

I have a Yorkie with one ear up and one down, so I get one of each, haha, and love it. They used to both be up, then around a year and a half, one went down. I also leave the ear hair long like your cutie.
