Jackson does this as well. Unless it's really good treat... one time at the pet store, the cashier asked and I said "he usually doesn't take them, but you can try!" and it was a soft treat and he took it, lol. He doesn't like those hard bone-shaped biscuits that public places often give out.

Also, since he has a somewhat fear of strangers (petting him specifically) I often times will ask if someone will give him a treat and then he becomes more comfortable with the person. But that's me asking. I don't think I would like a stranger just handing him something without asking.
