When a vet tails you he's in good heath, he hasn't doesn't know if he is in good genetic health, lots of things don't show up till later, but there are specific tests breeders can do, to rule out some things. These tests are costly, and not really worth it unless you plan on breeding, so my guess is he hasn't had the tests. A dog can be neutered at any age, I think under 8 months is best because it reduces the chances of marking, but it good at any age, and reduces the risks for some cancers. When Joey was neutered, we also had the vet pull remaining baby teeth, since he was under anyway. Yorkies have a hard time losing all their baby teeth, and this double row of teeth can cause many tooth problems later on. So please ask the vet about this, no matter what decision you make. A Yorkie's teeth is really its week spot, and if you don't properly care for them, they could start losing permanent teeth by the age of three.
