  Question - Have you actually SEEN fleas ? The red dots sound like bites which HURT and itch terribly    
1st - Be VERY CAREFUL about using flea shampoos especially the kind you can get in stores - they're very dangerous for both dogs AND cats - I hope it's not HARTZ - that stuff should be banned.  
2nd - Check into Frontline or Advantage for Flea control - they're much safer than trying to treat with commercial shampoos (which are very toxic).  
A vet saying 'this is nothing' isn't doing his job  
IF you know this is a flea problem ....you'll need to treat your home and all his bedding etc.  Fleas are really hard to get rid of - your puppy must be just miserable itching and biting like this

IF I were in your shoes - I'd take him to another vet to get this under control and be pro active getting rid of the fleas..... 
if it's an allergy - that's a whole different story - You could try changing his food.
