Both of my yorkie girls are very good about brushing their teeth. As puppies, I started brushing every night, but I went about it slowly. The first couple of times, I just let them lick the paste off of the toothbrush. Then after letting them do that for awhile, I'd gently squeak the toothbrush into their mouth and just let them kind of chew on it. Slowly, I'd start doing some brushing. I'd keep it short and sweet though. Gradually build up the length of time that you brush. Now, they both stand patiently and just let me brush. You really have to be calm, patient, and take it slow. It will be worth it to take your time. If you just stick the toothbrush in their mouth and start going at it, they are likely to resist. Make it seem kind of like they are leading the brushing, but you stop when you're done, not them. Otherwise, they will learn that squirming gets them out of the brushing.
