It doesn't look like a tumor, it looks like an allergic reaction or a bug bite My daughter's yorkie had spots like that all over her tummy when they came to visit and her face started swelling and we took her to the vet and it was an allergic reaction to the leaves in CT. So they sent her home with some special medicated shampoo and they said to give her benadryl. I am not sure how much but I am sure you can google the dosage or it might even be posted on YT.
