In connection with an event (likely an AKC conformation event - "dog show") - probably the person was awarded a ribbon and felt as though they deserved a higher placement so didn't want to even take the ribbon the dog was awarded. I have never seen anyone do it, but I have seen people who were obviously disappointed as to how the judge placed their dog (second place when they think they should have gotten first in class, etc).
