It sounds to me like that dog had a serious anxiety problem. Anxiety may manifest itself in barking. Stopping the barking in that case would probably not address the real problem, which is that the dog is constantly stressed, which is very bad for physical health.
I have not used these devices, but please, do use caution with them. The first amazon review I read described how a man stopped a big, nasty dog in his tracks with one press of the button - so at least some people are using these AGAINST dogs, which means they must be very powerful.
Please also remember that if your dog is very anxious, you need to address the anxiety, and not its annoying side effects. Not saying that everyone who posted here has an anxious dog, just maybe think twice. Maybe the dog needs more exercise or training. For instance, a dog who barks at the window all the time - I would close the curtains every time she barked. She would probably get the idea pretty quickly that if she wants to see outside, she needs to be quiet. Or a dog who barks when there's company around - banish the dog until he's quiet! He'll get the message.
