Lots of vets would ok it, remember that vets don't always have breed specific knowledge, and probably don't know the reasons why it's important for yorkies and other small breeds to stay with mommy longer. Many vets and breeders think as long as puppies are weaned, it's ok to take them away from mama. I always shrug when a would-be breeder asks about breeding her dog; they always say, "The vet Okayed it." Usually, the vet is just saying, "Yeah, she has a uterus."

This link has some really great infomation on why it's important for the toy breeds to stay with mama longer. Why do Maltese puppies need to be 12 weeks old before going to a new home??
