I don't know about that but I do take my jack-a-poo out in it bc she won't go on the pad. when my daughter is visiting from SC I take her dog out in it but both dogs have winter fleece jackets and Daisy my jack-a-poo has a fleece lined rain coat bc when it is raining she likes to take her dill dally time and stand there and sniff while I get soaken wet but of course she is dry once that coat comes off. lol
As for my Pixie who is 6 months and pad trained I am hoping come spring she will pee outside with Daisy and I hope it doesn't screw her up.
