It takes about a month after surgery for the testosterone levels in the blood to lower. The testicles make the bulk of the testosterone, although the adrenal gland makes some as well, and this amount varies greatly between dogs. The testosterone is thought to be the hormone responsible for marking. If marking isn't a firmly established habit, training is possible, and allowing the dog to take walks and mark outside, and praising this behavior reduces the inside marking. You are correct in assuming it has nothing to do with their need to urinate. He's still young enough, the surgery might do the trick, especially if he's an only dog.
