It must be a yorkie and a maltese thing. Both of them do it. What I do is stretch my arms out and if they move back I ignore them for a few seconds and try again.
I just think there so spoiled they want you to go to them. Now they know if they want up they have to come to mommy. Oh and they have to stand in upright position for mommy to pick them up.
