You are absolutely correct in assuming the damage is already done even prior to the removal of the adhesive bandage.

A friend of mine has a similar reaction after a breast biopsy and you can just imagine how painful to have this kind of damage to such tender tissue under a breast...definitely made for an awful time of healing and trying to keep that area dry & aired out.
