I would try taking a toy outside. Toss it for him, get silly - show him that outdoors can be fun too. One thing I noticed about puppies is when they are playing they sometimes forget they have to go, when the playing stops - they just go where ever they are. When he does go, praise like crazy and give him some treats. I'd recommend little bite soft chews, they are easy to break up so you can reward like crazy, plus my dog will do anything for them.
