I also want to add that they are never born with this. It often happens around 6-8 weeks and sometimes later. Once it is repaired it doesn't pop again and there are no side effects. The vet just tucks it.
They used to just snip them off and stitch (while under) and that would cause dry eye, but they don't do it that way any more.
